Now war...The problem of course is nuclear weapons. Now war is for keeps. A country that has nuclear weapons (North Korea) is much safer than one which does not (Iraq). Having nucs AND the ability to deliver them to a populated Western centre such as Warsaw or Kyiv puts an aggressor in a strong position as the west values individual lives.
